UK legislation change on quoting copyrighted Material

A change in the UK legislation on quotation of copyrighted material has important implications for text mining.

According to the change in legislation, researchers with lawful access to copyrighted texts can now show short quotations from these texts, provided that the amount of text shown is no more than is required for the purpose and that due acknowledgement is given.

The implications for text mining are that publicly-accessible TM systems are now able to display short snippets of copyrighted material to which TM analysis has been applied, as long as appropriate permission to access these texts has been sought by the TM researcher.

This will allow TM systems to potentially display a larger range of relevant information, to complement the results of applying TM to open access material, since quotation was previously only legal for criticism, review and news reporting.
